Wash, peel, and dice all vegetables including potatoes, carrots, onion, and bell pepper.
In a large pot or Dutch oven, brown the ground beef over medium heat for about 5–7 minutes. Drain excess fat if necessary.
Add the onion, carrots, and bell pepper. Cook for about 5 minutes until vegetables start to soften.
Stir in diced potatoes and canned tomatoes, mixing well to combine all ingredients.
Pour in beef broth and season with garlic powder, salt, pepper, and Italian seasoning. Stir to incorporate the flavors.
Bring the stew to a boil, then reduce heat to low. Cover and simmer for 25–30 minutes until potatoes are tender.
