Preheat oven to 350°F (175°C). Grease a baking dish and set aside.
Bring a large pot of salted water to a boil. Add macaroni and cook until al dente (7–8 minutes). Drain and set aside.
In a medium saucepan, melt butter over medium heat. Whisk in flour and cook for 1 minute to form a roux.
Gradually whisk in milk and continue stirring for 4–5 minutes until slightly thickened.
Remove from heat and stir in shredded cheddar cheese until melted and smooth. Season with salt and pepper to taste.
Combine cooked macaroni with cheese sauce, stirring to coat evenly.
Transfer to prepared baking dish and sprinkle with panko bread crumbs.
Bake for 20–25 minutes, until golden and bubbly. Cool slightly before serving.
